Most small and mid-sized businesses hire a consultant to write a plan, then hire a staffing firm to find people to carry it out. The two rarely talk, and the client pays for the gap.
We run both practices together. The people who assess your systems help define the roles, and the people we place are held to the plan we wrote. When they don't match, it is our problem to fix.
